The Celtic circle is almost always a part of the Celtic cross but the Celtic cross just above shows the exception to the rule. It is clearly a Celtic cross with Celtic weaves and trinity knots but no Celtic circle.
The Irish cross is included in with the Celtic crosses because most of the time the Irish cross or the Celtic cross have overlapping knots and symbols.
